When the President of Russia dies and his replaced by a man with a cryptic past, putting the United States on alert to rising Cold War fears. When the CIA suspects that renegade Russian scientists are attempting to develop more mobile nuclear weapons, East-West tensions over flow. CIA director William Cabot sends his best agent, Jack Ryan into action. What Ryan discovers is that terrorists are planning to provoke a war between the U.S. and Russia, by detonating a nuclear bomb at a football game in Baltimore.

The movie changed the villains from Islamic extremists (in the novel) to Neo-Nazis. This was done to increase realism because before the terrorist attacks on the USA of 11 September 2001, Islamic extremists were considered unable to carry out intensive terrorist act on US soil. After 9/11 the production staff had to review how to present the movie to the public.

Errors in geography: As the president's motorcade is shown driving towards the Baltimore Forum - located in the inner harbor - we see a helicopter shot of the president's motorcade headed out of town on I-395 and turning east to go directly through the Ft. McHenry Tunnel, away from the inner harbor.
