The death of Han Sing's (Jet Li) little brother catapults him out of a Hong Kong jail to the Oakland-San Francisco waterfront, where he vows to find his brother's killers. His quest lands him in the middle of a three-way deal between Chinese, Black and White "businessmen" who will stop at nothing to create a new money-making stadium. Han finds help from Trish, a woman with close connections to the Black mob, and together they work to find their brothers' killers.

When Trish dumps her bodyguard at the record store and hides in the cab, the bodyguard comes out and yells, "Trish! I'm gonna find your Aaliyah-lookin' ass!" The character Trish is played by singer Aaliyah.

Han Sing:
People don't get soft in prison.

Incorrectly regarded as goofs: When entering the garage, Han deactivates the car alarm to find the car (light goes on). Immediately after that the main character triggers the alarm again (lights again). In cheap alarms, this might reactivate the alarm, but in other models, this unlocks the passenger door (and a third activation might open the trunk). Since he in fact entered through the passenger door, this is what happened.
